Risk of asbestos exposure remains according to Great British Asbestos Survey

April 19th, 2012

The Great British Asbestos in Buildings Survey 2011 has been published. The industry wide survey, carried out by the UKAS Accredited Asbestos Industry Group www.asbestosinspectionbodies.co.uk, painted a comprehensive and accurate picture of the level of awareness of asbestos in buildings within the built environment industry.

The survey findings demonstrate that some Dutyholders and Contractors are still not aware of their responsibilities and could be at risk of asbestos exposure. The Survey was completed throughout 2011 by a wide range of professionals representing a range of business sizes and disciplines from across the UK.

Silverdell Plc the Specialist Environmental Support Services group supported the survey throughout 2011 with expert input from Redhills, the consultancy division of Silverdell Plc.

Kieran Moon, Commercial Director, Redhills said:

“This industry survey has captured an up-to-date set of responses which demonstrate that although people are more aware of their asbestos management responsibilities, a large number of contractors and Dutyholders are still putting themselves at risk from asbestos exposure, with some contractors attending site without receiving adequate information with regards to asbestos containing materials.” Read the rest of this entry »

Silverdell helps worthwhile BBC Children in Need DIY SOS Big Build Project

November 10th, 2011

Silverdell PLC the Specialist Environmental Support Services Group joined forces with a number of trades to assist with a full refurbishment and extension to a local youth centre in one of the most deprived areas in Liverpool where unemployment levels and crime levels are soaring.Children_in_need
The Children in Need project, is by far the largest challenge that Big Build presenter Nick Knowles and his team have tackled and took nine days to complete.  The end result culminated in an exciting unveiling to youngsters on the tenth day. A project of this nature would have normally taken between six and nine months to complete with an estimated value of approximately £1million.

The DIY SOS: The Big Build team was given the challenge of completing it in only ten days.  The whole project was made possible by support from local tradesmen and companies, including Silverdell UK.

Silverdell UK Regional Director Wayne Farmer said: “We were approached by the BBC to carry out some asbestos removal works within the existing building to make a particular area safe and allow the planned build to take place.  We always support Children in Need and so didn’t hesitate to send a team of asbestos removal operatives and managers to the site to do the removal works.”

He went on to say “The Norris Green Youth Centre was in a dilapidated state and a much needed facility within a very deprived part of Liverpool.  The centre offers hope and inspiration to young people and helps them to gain positive life experiences, develop skills and competencies for future life.  Silverdell is proud to be part of such a heart-warming project.”

SAFE Training pledges free asbestos training to help tackle 4000 asbestos death toll

September 19th, 2011

HSE asbestos Training Pledge

National asbestos training provider SAFE Training, is playing its part in a Britain-wide drive to help tradesmen protect themselves from asbestos.

training-pledge-promoSAFE Training has accepted the invitation from the Health and Safety Executive (HSE) and the training industry by pledging 120 free training hours to help reach a poignant target of 4000- a number which reflects the growing number of deaths each year from asbestos-related diseases.

The free asbestos awareness training will be available throughout October and November and is aimed at tradesmen and women who are most likely to disturb the fibres as they go about their work – currently around 20 a week lose their lives to asbestos-related diseases.

Rob Blackburn from SAFE Training, a member of The Independent Asbestos Training Providers (IATP) said:

“We welcomed the opportunity to be involved in such a worthwhile initiative. Though there is little that can be done to help those already suffering the effects of asbestos from exposure years ago, we can help prevent this hidden killer claiming another generation by ensuring there is good quality and accessible training out there. Hopefully the 120 free hours we have pledged will make a real difference to how tradesmen approach jobs – putting their health first.” Read the rest of this entry »

Concerns over the health of the economy disguise the fact that thousands of businesses across the UK are growing and generating jobs. Asbestos Awareness – Separating the truth from the myth

August 17th, 2011

Myth

In the world of construction there are many myths surrounding the subject of asbestos.  If you have tried to search ‘asbestos’ on the internet, you will be aware of the heavily conflicting theories and advice out there. Although asbestos is a naturally occurring mineral, and not a toxic substance, it’s fibres can be lethal when inhaled.

Fibres are inhaled when asbestos products are disturbed.  HSE studies show that asbestos is responsible for more than 4000 deaths each year.  Asbestos is the single greatest cause of work-related deaths in the UK. To put this in context the latest figures for road fatalities in Britain was 2,222 [2009]

There are four main diseases caused by asbestos:

1. mesothelioma (incurable and fatal);

2. lung cancer (almost always fatal);

3. asbestosis (incurable, debilitating and can be fatal; most sufferers will succumb to mesothelioma or lung cancer) and;

4. diffuse pleural thickening (not fatal – an indicator of past exposure to asbestos).

The effects of asbestos exposure can take many years before symptoms are recognised – mesothelioma, once diagnosed, is usually fatal within 14 months.

Myth 1: White asbestos is harmless

White asbestos is a Category 1 carcinogen and causes lung cancer when inhaled.  It is true that blue and brown asbestos are significantly more toxic than white asbestos but the risk differential is closer to a comparison of the rate of bullets a gun fires. Each bullet can be fatal in its own right, but the more bullets, the greater the chance of a fatality.  Read the rest of this entry »

Asbestos Awareness – The Asbestos Management Plan – Where does it fit in?

July 25th, 2011

Asbestos Management

Asbestos regulations can be confusing and the media frequently offers two very different viewpoints.  To understand the regulations and the mechanisms behind them, it is worth taking a step back and considering why we have them in the first place.

Asbestos is an extraordinary fibrous material that is resistant to chemicals and fire and insulates against noise, heat and electricity.  The individual fibres are very strong and they could be added to cement, plastics and resins.  If that was not enough to ensure unprecedented usage during an age of building and development, it was also cheap. Asbestos was considered to be a ‘wonder material’.

Asbestos use increased from the mid 1800‘s as the industrial revolution demanded better and more durable insulation products.  Usage did not peak until the mid 70’s. Asbestos was finally banned in 1999 after a long and tempestuous tale of political intrigue and an abominable toll on life.  Asbestos is present in over 500,000 workplaces; 13,000 schools were built between 1945 and 1975; and almost 14 million homes were built between 1949 and 1999.

In the UK around 1.8million people per year are exposed to asbestos; most of these are tradesmen and those working within the building maintenance industry.  Many of these have no idea that they are being exposed to asbestos, some by their own actions and some because they are in the vicinity of others unwittingly disturbing asbestos.

Currently high-risk asbestos removal can only be [legally] conducted by the 475 contractors who are licensed by the HSE to do so.  The HSE have divided asbestos into two categories; licensable and non-licensable.  The dividing line is the risk created by the activity.  The licensed industry employs approximately 9000 operatives, a tiny fraction of those exposed to asbestos annually.

The Asbestos Management Plan (AMP) is there, primarily, to protect the 1.8 million people who work on or near asbestos away from the licensed regime but whose work places them at risk of exposure to asbestos.  A written Asbestos Management Plan is a legal requirement for all workplaces liable to contain asbestos [any building built before 1999].

The plan sets out the procedures and processes that govern all activities that could disturb asbestos; this may include office workers and cleaners to maintenance staff and refurbishment contractors.  Anyone whose work involves the disturbance of the fabric of the building or anyone whose job includes managing or commissioning others to work on the fabric of the building will have their activities controlled via the Asbestos Management Plan. While the Asbestos Management Plan will involve all those affected by it [the stakeholders] the ultimate responsibility will be the primary Duty holder, normally the entity responsible for the repair and maintenance of a building. There is an explicit duty on all parties – office workers, maintenance staff, contractors, visitors etc.  – to adhere to the Asbestos Management Plan and to protect their employees from exposure.

Asbestos Management Plans – The philosophy

Each of the 500,000 workplaces containing asbestos must have an Asbestos Management Plan; this is a legal requirement.  To manage asbestos you must know where it is, as a result an asbestos survey is required that will identify all asbestos that may be disturbed by your activities. By comparing the location of the asbestos, the tasks to be performed and the asbestos product it is possible to determine what course of action is required to prevent any accidental exposure or disturbance of the asbestos.

All personnel that have responsibilities under the asbestos management plan will need to be assessed for the correct knowledge and training dependent on their roles and responsibilities – in short anyone who could disturb asbestos or cause another to disturb asbestos will need training  – this asbestos training needs to be kept up-to-date.

The majority will require ‘asbestos awareness training’ this is appropriate for all personnel that do not work on asbestos but require training in how to recognise a suspicious material and what to do in an emergency.  Some will require training in how to carry out low risk non-licensed tasks such as working with fuse guards or replacing gaskets whilst managers, directors and duty holders will require training that fits their particular role and responsibilities – Training Needs Analysis is best, this identifies the training needed and ensures the course matches requirement.

The Asbestos Management Plan imposes overarching procedures that takes all the information and then controls activities around the premises that could lead to asbestos being disturbed.  The training of all staff affected by the presence of asbestos helps ensure that if anything gets through the net that it is likely to be picked up quickly.

Management should always ensure that there is enough of a trail left behind by the procedures so that it can be shown to have been used and to have been effective. This can be achieved by keeping a log of activities or copies of a Permit to Work if one is issued.  A central log will always be needed to record any unforeseen incidents involving asbestos.

In the initial few months of the management plan, implementation and dissemination is critical to ensure the procedures are working and that all personnel required are aware of the information that the Asbestos Management Plan sets down. Reviews of the management plan should be carried out biannually and it is at these times that good records are essential.  The records can be checked and verified against site conditions and, should things not have gone to plan, an investigation can be carried out that is focused on the one or two areas that failed.

Any failures will normally lead to a tightening of the processes and, conversely, a lack of problems can lead to the relaxation of some controls or checks – such as extending the time between the re-inspection of asbestos items.

By virtue of the above the terrible legacy of asbestos can be prevented from continuing ad infinitum.

Top 10 Asbestos Management Tips from SAFE Asbestos Training

July 6th, 2011

The duty to manage asbestos is directed at those who manage non-domestic premises: the people with responsibility for protecting others who work in such premises from the risks to ill health that exposure to asbestos causes.

An important function of Duty Holders is to ensure that anyone, staff or those contracted to carry out works with asbestos or likely to disturb any ACMs (asbestos containing materials), is competent to do so and is properly trained to deal with asbestos.

Rob Blackburn from SAFE Training offers these handy asbestos management tips:
